Where to find drywall & framing bids in North Dakota: plan rooms and bid sources

Oct 8, 2026 · 6 min read

Short answer: there is no single place to find drywall and framing bids in North Dakota. State solicitations are on NDBuys, NDDOT lets highway work through Bid Express, Fargo posts construction bids on Quest CDN, Bismarck runs a city bid board, and AGC North Dakota lists general bid advertisements. Private work mostly comes by invitation from general contractors. This page lists the sources we could confirm, with how each one describes its own access.

Neighboring states: Minnesota · Montana · North Dakota · South Dakota

How we checked: each link below was fetched and read on Oct 8, 2026, and the access notes repeat only what each page says. Where a page does not say whether plans are free or need an account, we wrote "not stated." Pages that were blocked or did not show bid information are left out and named below. We have no ties to any source listed and are not endorsing any of them. Bid sources change, so confirm on the site before you rely on one.

How public and private bids work in North Dakota

Public projects are advertised by the owner: a state agency, a city or county, a university or a school district. The bid notice, plans, specifications and addenda are normally posted on the owner's own site, bidding platform or plan room, and every project shows its bid date. Read each notice for bonding and prequalification terms.

Private projects are usually bid by invitation. A general contractor or owner decides who receives the documents, and the plans typically sit in a regional plan room, a bid service, or the GC's own portal. As a drywall, framing, insulation or CMU sub you usually price your scope to the GCs who are bidding, so being on the right planholder list matters.

North Dakota bid sources by type and region

Regions are listed where the source states one. Use the access column as a starting point, not a guarantee.

State of North DakotaNorth Dakota OMB: bidding opportunities and resourcesState opportunities on NDBuys, which lists current solicitations, the state bidders list and term contracts. The page also links NDDOT construction bids.Guides cover supplier registration, but the page does not describe the steps and mentions no fees. Current solicitations require completing a CAPTCHA.
State highways (NDDOT)NDDOT bid informationBid openings are on Fridays at 9:30 a.m., with a Notice to Bidders about four weeks ahead. Plans and proposals are on a Plans and Proposals page. Highway and bridge work, so rarely drywall or framing scopes.Bids go through Bid Express (BidX). Page states bidders must be prequalified by NDDOT each year; renewal statements are due by July 1.
FargoCity of Fargo: construction biddingThe Engineering Department posts construction bids and RFPs on Quest Construction Data Network, which also distributes plans, planholder lists, addenda and bid tabulations.Page does not explain Quest CDN registration. It says bidders must check the city website and Quest CDN for addenda, and offers an email sign-up for engineering RFP postings.
BismarckCity of Bismarck: bid postingsA bid board for consultants, contractors, vendors and suppliers, with each bid on its own page, filters by department and a status column. Some bids are sealed and received by the city commission or administrator.Free text or email alerts for new postings are offered; a free website account manages them.
Statewide associationAGC North Dakota: general bid advertisementsA list of dated bid advertisements with project name and location, each linking to a notice on SAM.gov, a state land department page or a PDF. The homepage does not mention a plan room.Page invites anyone placing an ad to email the association; viewing terms: not stated.

Not every North Dakota owner is in this table. The pages we opened for NDSU and UND did not say where construction bids are posted, and we did not reach a Grand Forks or Minot page, so those are left out rather than guessed at. We did not confirm a North Dakota builders exchange. Check them directly if you bid for those owners. NDDOT lettings are highway and bridge work and rarely include drywall or framing scopes.

Tips for subs

Once you have the plans

ReadMyBlueprint is takeoff software, not a bid board. It reads vector plan sets for drywall, metal framing, wood framing, insulation and CMU. In our Freeport Square test (21 pages), 68.9% of walls were auto-matched and 99.8% after one "Confirm all." That was one plan set, so treat it as a single data point, and see the tour for how the review step works.

FAQ

Where do I find public construction bids in North Dakota?

There is no single place. The state lists solicitations on NDBuys, NDDOT lets highway work through Bid Express, Fargo posts construction bids on Quest CDN, Bismarck posts them on its city bid board, and AGC North Dakota lists general bid advertisements. The table above lists each source and how it describes its access.

How does Fargo advertise construction bids?

The city's construction bidding page says the Engineering Department posts construction bids and RFPs on Quest Construction Data Network, which also carries plans, planholder lists, addenda and bid tabulations. It says bidders must check the city site and Quest CDN themselves for addenda.

Is there one statewide plan room or builders exchange for North Dakota?

Our check did not find one. AGC North Dakota lists general bid advertisements but its homepage does not mention a plan room, and Fargo's plans are distributed through Quest CDN. We could not confirm a statewide builders exchange.

Can a subcontractor bid on North Dakota public projects?

Public owners advertise the prime contract, so subs normally price their scope to the general contractors who are bidding it. Read each bid notice for the owner's own rules, including any prequalification, certification or bonding terms.

What is a planholder and why register as one?

A planholder is a firm that has officially requested the bid documents for a project. Registering usually puts you on the list that receives addenda, and some owners publish planholder lists that general contractors use to find subs. Download plans through the official channel, not from a forwarded link.

How are private bids different from public bids?

Public projects are advertised openly and the documents are usually posted on the owner's site or platform. Private work is usually bid by invitation from a general contractor or owner, and documents come through a regional plan room, a bid service, or the GC directly. Access differs by source.

Does a scanned plan set matter when pricing a bid?

Yes. A vector PDF exported from CAD can be measured exactly, while a scanned plan is only a picture and has to be traced by hand or estimated. Check whether your plans are vector or scanned before you commit to a bid deadline.

Does ReadMyBlueprint list or sell bids?

No. ReadMyBlueprint is takeoff software, not a bid board. Once you have a plan set from any source above, you can upload it and review the takeoff yourself before the bid goes out.
